The hints worked out as follows:
Lumberjacks who roll logs down the hill were called "ballhooters".
There is a book "Ballhooter: From the forests they felled, cities grew".
The area of Snowshoe WV in "West by god Virginia" was a huge logging center in the early part of the 20th century. Many of the lifts and trails have logging/rail names from this period.
