is it possible to soften the flex a bit by losening the lower cuff screw? or is this a case you shouldn't believe everthing you read.

don't loosen it remove it, but doing this can load the ankle hinge points a little more and does not premote the natural rebound that the boot has, try the power strap over the liner only not the shell, you could also have a fitter remove some material form strategic areas of the boot to soften it without affecting the rebound

Try it and see how it feels. If you like the flex, then screw the rivits back in, and soften/lower the plastic. (see a boot fitter for this work, easy to screw it up, and can't reverse it)
