Fair observation, but a bit more accurate for multi impact helmets, imo.
It may be over-egging the pudding for single-impact helmets that are designed to crush both from inside and outside and thereby obviate rattling.
Ones that, we should also note, are also designed to fit over any casually worn amount of hair, including hair that is thicker and more plentiful than any amount of balaclava or helmet liner material.
