Technically, they do
review everything given to them. However, everything that is given to them has been pre-categorized. The mags and manufacturers get together at the Vegas show to determine which models will be submitted for each category.
However, just because a certain model does not show up in the printed article does not
mean that it wasn't tested. It can mean that model was tested and didn't make the grade for a 'gold medal' or 'tester's choice' or whatever. The mags don't explain that they actually review anywhere from 15-40 models per category and only the 'best' 8 make the magazine. Another annoyance is that the number of 'worthy' models varies for each category...some categories have 12 gold medal winners while others have 4.
Though I think the methodology of these tests isn't perfect, I do believe they are helpful to people that don't spend all day on internet forums.
I will defend the Mags on the tired, boorish 'advertising' comment that many here feel the need to repeat in every testing thread. Count the medals, then count the ads and report back. Please.
