you are getting some good advice. It sounds as if the 28.5 is the right length assuming your foot really is an 11-11 1/2 in length. However, it is quite possible the boot you purchased is too big in volume. Try on some others, (shell only) and teach yourself to feel the volume differences.

Remember it doesn't matter if they are comfortable when you try them on. It only matters if they are the correct volume, length and performance and that the boot fitter can make them comfortable. If the store doesn't have a rep for good bootfitting, then save the savings and go elsewhere. You'll be ahead in the long run.
