I learned in school groups back in the 70s. I'm saddened when I talk to people still in my home town and hear that there is not, and hasn't been for many many years, a ski (and now snowboard of course) club.
The reason is want of a faculty adviser. Every club has to have a teacher who sponsors the club. I agree with the suggestions above of bringing a proposal to the school but you might also want to look into finding a teacher who is interested in sponsoring the club.
In my case, a teacher was never-ever skier but wanted to learn and started the club so he could do it. The first year most of us were beginners, many students and a few teachers; we learned together which was fun. Usually adult advisers ski for free. Maybe send something out to teachers saying "ever want to learn to ski or snowboard? want to do it for free?"
