Yes, name needs to be recognizable BY BEGINNERS as the Beginners Forum. So things like "Turn Initiation" (sorry dear), "Fresh Tracks", or even "The Green Zone" aren't going to be perceived as "this is where I go to learn about skiing." Ant is right that "Beginner Forum" or similar clear, non-cutesy name is the best way of getting the message out to the intended participants.
As to where it should go - I don't think it should go in Instruction nor in a Speciality area. I'd put it in General Forums. Why? because our beginner guests might have questions and concerns far beyond just instruction. Like "are there bathrooms at the top of do you have to ski all the way down?" or "what does it cost to start skiing" or "what clothes should I wear?". I'd expect we'll get a mix of travel/resort threads, instruction questions, gear questions and who knows what else.
Mods and other members may want to suggest questions and threads get moved into one of the topic-specific forums when things get too detailed. But we hopefully will welcome any kind of beginner questions and topics in the beginner forum initially. I think of it as the "Welcome Center" for new skiiers - it's not just the ticket window, reservations office, ski school, ski shop, lodging or food service - it's a little bit of all of those.
