Well its done all the time, but its expensive. You can react CO2 with calcium hydroxide (lye) in water and precipitate calcium carbonate (lime), and in the case of coal, calcium sulphate (gypsum) as well. Scaling up to power plant flows means scrubbing several hundred thousand cubic feet of exhaust gas per minute, then finding a place to dispose of all the solid and liquid wastes, all while keeping the price of power where people don't form lynch mobs to seek revenge on the politicians that required this. Getting portable solutions for cars and trucks, now that is a challenge...or we could simply require on natural carbon sequestration through photosynthesis; but that wouldn't be nearly as fun as an engineered and enforceable approach.
I know its very popular to pick on carbon dioxide, because its something you can force on industry, but when you talk about greenhouse effect, how does everyone overlook the significance of water vapor and other potent sources like methane?
Anyway, we have succeeded in making Amish's SUV the root cause of all global warming. So obviously, all we need to do is get that car off the road, and all will be fine with the world.
