There is no movement of the CM uphill. No stepping uphill, no hard edge set on outside ski, no skating motion, simply a weight shift. The weight transfer can be as early as the fall line. Anytime before turn completion is fine.
I want the transfer before the toppling process begins which is what will bring the skier into the turn and remain balanced as the ski changes edges. It also ensures constant snow contact, which is very comfortable. It is a different sense of comfort than constant inside edge contact, which is why folks have a tendency to stem and rotate forcibly. As opposed to transfer and topple.
