I would say, if the ski's ski great where they are, leave'm. I think for a 313 it could probably go on either 31 or the mark between 31 and 32 for it to fit just fine(although the instructions do say it should go on 31). Either way, the forward pressure screw should have enough adjustment to make the boot fit right. As long as both sides of the window read the same, and your forward pressure screw has enough adjustment to get flush, you should be just fine. AND furthermore, I've had a boot that was like a 293 that I tried to set a Device binding to 29 and it wouldn't fit, even with the FP screw loosened all the way. I had to open it a little to the mark between 29 and 30 for it to fit. So I think YMMV in some cases....
If you really wanted to get anal about it you could take off the rear binding and look at where the forward pressure screw is in its travel - and set the teeth in the position that keeps the FP screw closest to the center of its travel. Ideally, I would imagine the forward pressure screw should be in the center of it's travel range(if you take the rear binding off, at least on my Device's and my CR's, you can turn the screw and see how the track moves) for the boot to be truly centered on the ski. But when you're talking a difference of 1 or 2 mm, I think you're getting to the point of splitting hairs. When I first got my Device's I played with them a bit and I could get them to fit with the FP screw flush on either the full number or the mark in between, but the forward pressure screw was centered in its travel with the setting on the mark in between and fully screwed in with the setting on the full number, so I left it set on the mark in between.
It sounds like you have it set on the mark between 31 and 32. For a 313, I would think that either directly on 31 or the mark in between as you have it would be just fine. Actually, 313 is closer to 315 then 310 so the FP screw should be closer to its center with it set on 315 as you have it. But again, I think we're splitting hairs.
