Temperatures can vary greatly in Tahoe, but it almost never gets below 0 F. Spring conditions can occur in February, but they are almost certain in March.
If you're looking for powder over a decent base, late January/early February is your best bet. If you want sunshine, spring conditions, and a good snowpack, March is better. We skied there the last week in January last season. The week started out with a wet storm and warm temperatures. Then it got progressively colder, with dry snow falling each night. On one day, the high temperature was 5 F. That was the lightest, driest powder snow I'd ever seen in Tahoe.
