Hi skimama. I have a place in Keystone so I ski there often. Hard to say what the snow will be like anyplace. Keystone does seem to get less than other summit county resorts. That said they have spent millions upgrading the snowmaking so that levels the field a bit. Really depends on what you like to ski. Groomers should be fine, the more advanced terrain, who knows what Mother Nature has in store.
We skied Keystone last year during the holidays and rarely waited in a line. That could be because we know where to go to avoid the lines. For instance everyone likes the gondola so the quad lines are typically very short, it is faster than the Gondola too. Many lifts load from both sides, for some reason folks do not want to skate the extra little distance to go to the shorter side. See this all the time at Montezuma Lift. Mountain Hose base lines are usually shorter than River Run (gondola)

It will go to both private owners and management companies. You will get a certain number of auto responders but perhaps find something that meets your needs.
One thing you must do during the holidays is ice skate at the largest Zamboni mantained outdoor rink in North America. It is very festive during the holidays. Good luck!
