This is interesting. In 2014-2015, the CSIA Ontario magazine listed around 1000 new level 1s, 160 new level 2s, 16 new level 3s, and 3 new level 4s. I'd say that when under 2% of your annual graduates in one region attain level 3, it's fair to call it "hard". While some may consider it comparing grapefruits to potatoes, from my perspective, the PSIA 3 is at least as difficult as the CSIA 3.
I've heard through the grapevine that the actual passing standard for level 1 and 2, and lately 3 has been watered down lately.
