The website answers those questions. Looks like nothing has changed except that there are now VIP areas if you want to pay. When I've been there hasn't been a lot of snow in general--it's only early December after all--and I can't remember if people were able to view on skis. But you could just check open trails online of course.
Spectator Access & Viewing
The Birds of Prey Racecourse has a mid-mountain finish and all race events are free and open to the public. Public concessions and restrooms are available. For the first time ever, two ticketed hospitality and viewing experiences are available for all race fans. Club & EverBank Finish Line VIP tickets may be purchased at bcworldcup.com or on-site at the Red Tail Finish Stadium.
Skier/Snowboarder Access – Snow Dependent
Depending on snow conditions, Red Tail Finish Stadium can be accessed by skis and snowboards via Red Trail run. Beginning at the top of Centennial Express Chairlift (Chair #6), follow Red Tail to the Birds of Prey course crossing. Follow the Birds of Prey course crossing to the south end of the Red Tail Stadium and consult maps and signage for seating areas. Please note that this access is dependent on adequate snowfall to enable skiing/snowboarding to the venue. The majority of terrain to the finish area is intermediate to advanced level.
