Thing is, salomon didn't sell any of the STH16 steel when they reintroduced it. This was a binding that dates back, virtually unchanged, to the 957 era of the late 80's.
I got my first pair of metal salomons in '99 from a shop I had previously worked at, they had a pair of 11-17 din 997's sitting clearly marked half off on closeout for $175 for at least 2 years, I picked them up to mount on some race stock P30 GS. Nobody wanted them. I still ski these bindings every year, in fact I'm looking at them right now.
They brought back the S916 as the STH16 steel, with an absurd ~$480-$550 msrp price which was discounted to $400 or $450 MAP. Nobody would pay it. I picked up 3 pairs on steep and cheap for $190 each in 2013. They have casting marks indicating a 2010 build date. Even the normal STH16 was blown out at REI for $150 and under $200 on EVO (after coupon).
The STH2 16's MAP at $300, but there is a glut of them on the market for under $200 from prior years.
They sold a good number of S916's (or prior versions), but they were rarely offered to the public. Most were sold through race shops on discount or on pro deals. Nobody was paying near-retail for these things over their 25+ years on the market (going back to the 957).
There is virtually no market for the P18 at $400 MAP. The vast majority sell for $200 to $300.
Point being, nobody is paying $400 for bindings.
