Of course you don't ski full speed but some people would claim if you can't leave a 3m radius around every. skier you shouldn't pass. At some times and places the piste would be a parking lot if people were that conservative.

No worries about the measured distance, worry about the reaction time distance. If you can't give a two seconds or whatever distance, then you're going too fast.

I often ski crowded runs.  There is no way I could give a two second gap.  I do however give a big enough gap that I can avoid the skier no matter what they do, and I do adjust my skiing to crowd conditions, even if that means (worst case scenario Johannsen at Tremblent on a crowded Saturday afternoon during holiday season) I have to ski at about the same speed as everyone else with smeared speed control turns that don't really turn, in one lane, with skiers to the right of me and skiers to the left of me skiers and behind me and skiers ahead of me and nobody being overtaken.  Consolation is the very cold mornings at Tremblent, when nobody is on the hill and I can let the skis run and "tuck it all the way".  It all evens out in the wash.
