Autographed Sportube

Hello, 
I have a signed blue sportube with 1st place on it with some numbers and a date July 27, 1999 also with a signature are initials J.P. It's written on two different places on sportube.
I wanted to know who signed it? Take a look at the pictures. Any feedback would be great. Thanks

A few thoughts, I'm curious where this leads........ sort of like something neat found on Storage Wars.

 

1. Those initials are Y. P. , as best I remember my cursive lessons from the early 70's.

 

2. Earning a gold in July, this person was skiing an event in South America?  Portillo?  (if anyone has event results database to search)

 

3.  Is that definitely an alpine ski sportube? (I'm not familiar with sportube sizes), otherwise could it have carried a water ski?  Golf clubs? Would then make more sense for the July date if this came from North America.  There are water skiing competitions.

 

OK, enough time wasted on that .......

Or, just addressing a luggage label for stowage on a train or ship. "1st Pc" doesn't mean "1st Place" to me, possibly "1st piece". Plus how many things are autographed TWICE? More like an address label.

Y P might be the initials of the baggage handler that checked it in for transport or received it on the other end..
