I live in Northern NJ and typically go to either Windham or Belleayre 1x or 2x as day trips per year. I like Belleayre because it doesn't get the traffic Windham and Hunter get in that area of the Catskills, giving you more time on the mountain as there are really no lift lines mid-week.
I really do think there is a high speed lift (super chief) that starts below the overlook lodge and takes you to the summit. NJSkier164 says there's no high speed lifts, but this one is by miles faster than any of their other lifts at Belleayre and seems to go as fast as any of the high speeds I've been on at Stratton, Vail or the Utah resorts.
I went on a Wednesday in January and brought a can of coke to get a $32 lift ticket (check out the daily specials online) - did laps all day long taking that super chief lift time and time again. If you're looking to improve your game and you think more time on the hill is the way to get there, then I recommend Belleayre very much so, especially this season as the EC seems to be getting snow regularly.
All that said, the lodge is nothing special and I thought the food from their cafeteria was way overpriced for what you're getting, but if you don't care about that stuff then it shouldn't matter. The terrain is probably not "amazing" either but the expectations really shouldn't be that high for this area of NY.
They have a bar which is pretty much all you need after a day of laps.
PS - if you go up the Tomahawk lift look for the sticker citing dolphin felonies. It's disturbing and funny at the same time and may give you a good laugh as you creep up what may be the slowest lift in the entire universe.
