As for tailgating, I don't see any excuse for coming up against someone's rear bumper for more than a millisecond, and that only if 1) they've ignored several flashes AND 2) you're blocked from passing on the right. But don't hang there.
What there's no excuse for is tailgating me when it's clear that I have nowhere to go because it's the car in front of me that's going slow. Flashing my brake lights usually works to wake the asshole behind me up, but occasionally I have to actually tap my brakes hard enough to make my nose dip to get their attention.
I don't much care what anyone thinks about their ability to tailgate safely. I don't know who the hell they are, and the penalty of them losing their supposedly laser-like focus on my bumper when I have to brake suddenly is way too high to let them just hang on my butt.
As for the original post, I do 7-9 over on the highway, using cruise control whenever I can. In surface roads I do the limit on residential streets, except on familiar main thoroughfares, where I'm usually about 5-10 over, unless traffic is very light, in which case I go the speed limit. Out of town I don't go over the speed limit on surface roads, no matter how much it irritates the locals.
