My husband recently had both a hip and knee replacement, both on his right side. He has no trouble going down the hill but buckling his right boot is a problem due to range of motion issues. It's hard for him to reach the buckles so I usually help him, which is ok with me but he'd prefer to do it himself. We heard about some sort of gadget (not me) that helps with that issue but don't know what it is or what it's called. Any advice?

there is a plastic tool which is like a giant bottle opener it hooks onto the clip and gives leverage...it was designed so that people with boots too big could get the clips tight enough so it would make them think their boots fitted them, but might well be ideal for this purpose too
here is a link to them http://www.skitoolcompany.com/
