No, but they, and most other resorts tolerate them. They realize there is a significant minority of skiers that smoke as part of their daily ski routine. This minority is VOCAL- Just look at the online shitstorm that ensued when Alan Henceroth of A-Basin had the gall to ask skiers not to smoke weed on the deck of the mid-mountain lodge.
So, ski areas do a balancing act. If they hardline police pot use, they get a reputation as weed-unfriendly and smoking skiers head elsewhere. Obviously mountain management sees this population as large enough that they try not to annoy this population.
On the other hand, they also lose business when they gain the reputation as a weed-friendly place. Stuff like the inside edition piece lead people to think that Breck looks like the CU campus on 4/20.
When the balance gets out of whack, the ski area takes action, either by dynamiting smoke shacks or apologizing for offending pot smokers. This apology was posted later the same day as the first blog post.
Finally, consider that there is also a sizable portion of employees and management at Colorado ski areas that also partake, which also helps color ski area actions.
