The main problem with the wager's assumption is is the "better to obey him" part involves making decisions that have costs and potentially consequences more than just time wasted or a token amount of money. Such as teaching evolution to your kids and then they end up being educationally behind others and uncompetitive in their future (bill nye). Or if you are pregnant, and do something like keep a child for which you are entirely unprepared, that can completely change your whole life's trajectory.
If this reaches into politics and laws, then your "obeying" begins to affect and have consequences on others and your whole community and society. If this sounds good to you, where things should be run based on religious beliefs, instead of non-religiously, please view the wikipedia page on the separation of church and state.
One could argue, that if the "obeying him" involves no changes in your actions as if you otherwise don't believe in god, then you will be judged the same as not believing.
