That's not enigma, that just demonstrates there are enough libertarian minded folk to push the scales on both issues. Not everything dovetails neatly into left/right politics much to the dismay of most of our media that tries to shape every political issue as something one party is for and one party against.
The pot vote is very muddy. There are plenty of conservative right/leaning folk that see it as a nanny state issue and feel that if you are not doing harm to other people it should not be illegal. The pot vote got plenty of support from people who voted for conservative candidates.
The recall is a bit more of a mixed bag. What was less reported than the vote was that there were efforts to collect enough signatures to recall more people that failed to receives enough support to make it to the ballot. The 2 recall elections that were held comprised tiny portions of the state as eligible voters, and the math in that type of campaign is that the upset folks are the ones that come to the ballot box for a very local election.
