Story sounds off. Someone getting assaulted and knocked out is serious business. Getting knocked out at a ski resort is serious business and ski patrol will insist on medical attention. A concussion is a medical diagnoses of severe brain trauma, what medical professional made that diagnosis? No law enforcement officer is going to be casual about an assault especially one with those serious consequences. Wearing ski gear provides a lot of padding especially hard to get concussed by getting hit by someone's arm if wearing a helmet without some severe facial damage and hand damage to someone hitting a helmet.
That ski patrol was not involved at several points in the story is also odd.
That a Federal law enforcement officer reacted the way as relayed in the story would suggest it may be exaggerated point of view.

The guy who was injured had a concussion (mild traumatic brain injury) - he was hit by a foot on the right jaw a little below the temple. The other guy (the 60 year old) did not have serious injuries although he was hit on the mouth. Most of the blows were to his helmet.
The guy that was injured had a loss of consciousness, confusion for hours afterward, and some amnesia. Ski patrol assessed at scene and concluded concussion. He was transported off the slope and assessed again by ski patrol - same assessment results. He later went to hospital, was assessed in emerge and underwent a CT scan and released. I called him twice that evening - he had poor recollection of what happened for a period of about two hours after being kicked.
The ski patrol were very involved once they became aware of the situation - did a good job.
I'm totally surprised by the way the officer handled the situation - not acceptable - he seemed to make a lot of assumptions. I just got the phone number of his detachment and will be calling the supervisor later today.
No exaggeration here - but I'm still in a bit of shock over the whole affair.
