Indeed. It snows like crazy in the mountains, but in town it rarely snows, and when it does it's the week's conversation piece. It rains. A lot.
It is like chatter, ya know those rotating sprinklers that water the school fields "ch,ch,ch,ch,ch,ch"... They are called rainbirds, the rainbird effect. I guess that one is pretty obscure & maybe comes from hanging out with instructors who do landscaping & sprinkler systems in the summer but I like your definitions too ;).
Poetic license. If you were following along, you would know that the word is cant (or kant). Can't is a contraction of two words, can and not, which just won't do.
