Politicians are elected so it is really the people of Park City who will make the decisions on what is best for the community. The community wants Park City Ski resort operating full bore in 2014 and Park City government will be working to that end. Cummings with all his talk of going "nuclear" to disrupt the operation of the ski resort in revenge for his own mistakes in losing his lease is a threat to the community. City Council knows this in many cases it is their businesses that are threatened along with everyone else's.
It's in the City Council's interest to play mediator but at some point hey can influence the decision and work for a solution, offering Katz fast track to new lift access areas, freezing Cummings out on plans to Balkanize the base area.
I hate to break it to you, but Park City is already Balkanized. At this point there is only hope it can be put back together, and the city can do very little about it. Unless a deal is reached between the waring parties, or eviction is delayed, PCMR won't operate in 2014-15. I can't imagine how difficult that is for locals to swallow.
Cumming has every right to do what he wishes with the Park City base, just as Taliskier had every right to lease the upper mountain to a company that doesn't own the base.
If I were Cumming, I'd be doing the exact same thing and strongly considering the option operating a 300 vertical foot hill and base area at the bottom of one of the largest ski areas in North America. There has to be a decent business in doing that as MTN brings in the hordes of epic pass holders. The longer Cumming holds onto the base, the more valuable it becomes as MTN pumps money and skiers into the area.
