Very noticeable...as long as the locals rode $2K bikes and had lots of body art.
For someone coming from DC, it's the small town, neighborhood feel that they had living in DC that will be most familiar. Decent metro system is another similarity. Portlandia is real. I've been in the breakfast line with Tim Robbins.
I lived downtown, and did a lot of cycling in the metro area. Not many people on $2k bikes. In fact, most people are on beaters.
