Half size for boots ... can't remember

I can't remember the design premise behind half sizing for boots.  For say a 28.5 mondo size boot, is the premise to take a 29 size shell and use a thicker footbed or a 28 size shell and a thinner footbed?

in 99.9% of cases 28.0 and 28.5 are same shell, same inner boot and a different footbed (if they even bother, which some don't)

most do not bother and the reality is that a the 0 and the.5 are the exact same in shell liner and insole. the exception will be a few brands that put a thicker insole into the .0 sizes.

In other words don't pay any attention a 28 and a 28.5 will fit exactly the same.
