Is a 90 flex junior boot too stiff for a 10 yr old female racer...about 70lbs who's favorite thing is to go really really fast.

IMO, 90 is too much for someone that size. Better off in a 70 flex boot.

If she's racing, you should ask her coach.  If she doesn't have a coach yet this year, they usually do a "fit" night early season (like around now) and will have a bootfitter and the coaches come in and make recommendations for all the athletes.

When my daughter was "somewhat" racing, at 12 y/o and almost 70 # (she's a peanut) the race coach had the bootfitter cut her boots to soften them from I think either 65 or 55 (Nordica hotrods).  The girl she was training with (coach's kid was 10 and a little heavier (not fat/not skinny).  She was in 60/65 flex boots.

There are some good videos at the dartfish site going over boots and race kids.  Many things to consider that a good bootfitter can help you out with.

The height of the boot and how it fits around the leg can change everything.

Have fun.  You get to go through this almost every year until she's about 14.
