Dynastar and Rossignol race skis are identical.  Check out www.racingusa.dynastar.com for Dynastar's recommended skis for a 14 year old racer. 165 GS is not an adult race ski.

I believe that neither of those are adult skis.  Dynastar and Rossi start their adult SLs at 155, and their GS at 175.

She is the same weight and slightly taller than the taller of my twins.  He will be on 145cm SL and 161cm GS this year, which will be his second racing.  (The GS are Stockli, so I think he'll be okay with that vs 165.)  150cm SL and 165 or 170cm GS sounds fine.

Dynastar (and presumably Rossi) have two "shorter than FIS regulation" skis in their top level (Speed WC) but also have the same lengths in their non-FIS models (Team). I believe they are specifically intended as a in between ski for J3s/K2s before the hit the Junior ranks where they have to ski a full FIS-compliant ski. My son who is 14, 5'9", 130lbs will be on the Speed WC 155 SL and the Speed Course WC 183 this season.
