Some cameras shoot stills (photos) as well as video, although most that do are in the higher price ranges.
Given your budget, I think used is going to be your best bet. Even the least expensive Flip cameras (which would be my recommendation) are a bit over $100 (the
Mino is $120 on Amazon.com
).

The big challenge is your budget. Without that, I'd recommend the Canon VIXIA series without the internal flash (I just use a card).
With it, one of the Flip cameras, I think.
